To amend the Individuals with Disabilities Education Act to permit a prevailing party in an action or proceeding brought to enforce the Act to be awarded expert witness fees and certain other expenses.

Kansas 2009-2010 HB 2199 – Early identification and intervention
Requires screening of children in grades K-2 for dyslexia and other reading disabilities. Requires schools to accept a diagnosis of dyslexia by a psychologist or medical doctor. Requires the school district to implement a reading instruction program commensurate with the student’s reading deficiencies, whether or not the student has an individualized education plan.
Iowa 2009-2010 SB 384 – Mandatory Grade Retention
This bill requires the board of directors of a school district, beginning august 1, 2009, to adopt a student promotion policy that facilitates collaboration among teachers, parents, and guardians of the student, and the school district, to support student reading at grade level. Beginning july 1, 2012, the bill prohibits a school district from promoting a student enrolled in grade three to grade four if the student is more than one year below grade level in reading, unless retention at the current grade level is determined not to be in the best interest of the child.
Massachusetts 2009-2010 HB 468 / 4665 – High school graduation requirements
An Act relating to high school graduation requirements for students with learning disabilities. Provides that any student who fails to satisfy the requirements of the competency determination may nonetheless receive a high school diploma if the following requirements are met:
Iowa 2009-2010 SB 412 – Special Education Alternative Reading Instruction
A bill providing for a special education alternative reading instruction pilot project and including a contingency clause and an effective date. This bill establishes a pilot program focusing on improving reading skills in grades kindergarten through three.
US 2009-2010 HR 60 – Identification and treatment
To require the Secretary of Education to conduct a study and submit to Congress a report on methods for identifying and treating children with dyslexia in kindergarten through third grade.
Kentucky 2009 HB 409 – Required Screening
AN ACT relating to programs for children with dyslexia or related disorders. Create a new section of KRS Chapter 157 to require that by the beginning of the 2010-2011 school year students entering the second year of primary shall be screened for dyslexia
New Mexico 2009 SJM 48 – Include dyslexia in disabilities
Requests the public education department to include dyslexia in the state definition of disabilities for the purpose of interpreting the federal individuals with disabilities education act, to identify effective interventions for students with dyslexia and to establish certification criteria for specialists who assist students with dyslexia
