Provides that the state Department of Education may develop and maintain a handbook for use in the schools of this state that provides guidance for pupils, parents and teachers concerning dyslexia.

Amends and clarifies Arkansas Code provisions concerning dyslexia screening and intervention; adds new enforcement provisions.
Expands eligibility for the Mississippi dyslexia therapy scholarship for students with dyslexia to include students in grade 1 through grade 12. Amends Mississippi code to require local school districts to use a dyslexia screener from a list approved by the state board of education.
Requires each local school board to employ reading specialists in elementary schools who have training in the identification of and the appropriate interventions, accommodations, and teaching techniques for students with dyslexia or a related disorder.
