If a state is not listed then what? They just have nothing?
The table on this page lists all state laws specifically tied to dyslexia that we know of. So you are correct — if a state is not listed, it means that state probably does not have any laws on its books specifically referencing the word “dyslexia.”

The document you shared is a set of recommendations issued by the Kansas Department of Education, but it does not have the force of law. Rather, it merely reflects current policy — and even the title shows that it is a “recommendation” and not a requirement.
