			<content:encoded><![CDATA[<p><img src="http://dyslegia.com/wordpress/wp-content/uploads/2009/05/identification.jpg" alt="identification" title="identification" width="100" height="75" class="alignright size-full wp-image-115" />Establishes New Jersey Reading Disabilities Task Force, providing: </p>
<p>1.    The Legislature finds and declares that:</p>
<p>     a.     Approximately 85% of all children who receive special education services have basic deficits in language and reading; and<span id="more-148"></span></p>
<p>     b.    Many students with reading disabilities are never properly diagnosed and do not receive the necessary specialized educational programs; and</p>
<p>     c.     It is in the public interest for the State to establish a New Jersey Reading Disabilities Task Force to study instructional practices and strategies that benefit students with reading disabilities and examine the ways in which current State policies affect this population.</p>
<p>     2.   There is hereby established the New Jersey Reading Disabilities Task Force.  The purpose of the task force shall be to study and evaluate practices for diagnosing, treating, and educating children with reading disabilities and examine how current statutes and regulations affect these students in order to develop recommendations to be presented to the Governor and Legislature.</p>

<p>Establishes 2-tier voluntary licensing system, requiring specific training and examination in multi-sensory structured language education. <span id="more-34"></span> Requires Department of  Health to issue regulations and enforce licensing scheme, with potential civil penalties for violation.  Public schools are not required to hire licensed practitioners, but &#8220;practitioners&#8221; are allowed to practice only in a school or clinic setting; only &#8220;therapists&#8221; may offers services in a private setting.</p>
<p>Also establishes an interim committee to study and recommend legislation to increaseawareness of early detection and treatment of dyslexia and related disorders.</p>
